About Chingiz
As an Executive Director, Chingiz Ibragimov spearheads strategic growth initiatives at Qemtex. With over a decade of expertise stemming from public sector experience since 2011, he possesses deep knowledge of foreign trade policies, tax and customs regulation, transportation and logistics, strategic planning, and business risk mitigation.
Previously, Chingiz Ibragimov oversaw the Customs Operations and Government Relations Department of the national freight transportation and logistics leading company in the Republic of Kazakhstan. Since 2021, he has held key positions at the National Investment Agency of the Republic of Kazakhstan, where he was responsible for developing and implementing investment development strategy, corporate development, analytical support, and digital transformation of projects.
Ibragimov has played a pivotal role in shaping the investment policy of the Republic of Kazakhstan, developing and implementing new instruments, measures, and approaches to state support of investments. Additionally, he was involved in major investment projects and facilitated the relocation of businesses in key sectors such as mechanical engineering, metallurgy, mining, and manufacturing industries to Kazakhstan. Moreover, he organized and participated in international investment forums, including those attended by heads of state.
A native of Almaty, Kazakhstan, Chingiz Ibragimov received his university education from the Kazakhstan–British Technical University. He is fluent in Kazakh, Russian, and English.
